Millenium Library Park- our management team's boardroom this morning

Dear Downtown Winnipeg BIZ Member,

This morning, less than 24 hours after the Province announced Phase 3 of its reopening plan, (which is outlined below) our management team took our daily meeting outside to Millenium Library Park. We brought doughnuts from Oh Doughnuts and coffee from Fools and Horses, both of which are open again! Our small group sat together in the park (physically distanced, of course) reflecting on the past three months. It almost felt normal… basking in the sunshine under a prairie blue sky, sitting on the grass in the heart of our city. I’ve been so heads down these last 13 weeks, I almost forgot what it was like to enjoy our neighbourhood.

It was a bittersweet meeting as we said goodbye to Tineke, who has led our Marketing and Communications department for over three years. (We’ll miss you, Tineke!) It feels a lot like we’re closing one chapter and starting a new one, especially as we move through the next few months. It’s a chance for a restart downtown and while this summer will look very different from years past, it’s an opportunity to encourage Winnipeggers to explore the unique attractions, businesses and gems our downtown offers. Staycation, anyone?

The Downtown Winnipeg’s BIZ’s first step towards supporting recovery is establishing trust. We want your customers to know the steps you’re taking to ensure their safety and the safety of your staff. We’re also pulling together a group of large employers and building managers downtown, and will be sharing best practices for return to work plans. This will include how we can support each other in bringing workers back downtown safely over the coming months. We know this is key for your business to succeed.

As downtown comes back to life, we’re working on how we can celebrate the diversity of our downtown and engage with all communities in our neighbourhood. We have a lot of work to do and I feel hopeful about what’s coming next.

Province announces details for phase three of the provincial reopen.

The Province of Manitoba Restoring Safe Services Restoring Safe Services Phase 3 Draft Plan (PDF) has been announced and they’re looking for input. Have your say by taking the survey.

Public Gatherings

Indoor gathering limits are increased to up to 50 and outdoor gathering limits are increased to up to 100 people.

Retail Businesses

Occupancy limits of 50 per cent of normal business levels or one person per 10 square metres are removed. These businesses may continue to operate if they implement measures to ensure that members of the public are reasonably able to maintain a separation of at least two metres from others, except for brief exchanges.

Restaurants

Restaurants may operate patios and indoor spaces at 75 per cent capacity, as long as tables and seating are arranged so that there is at least a two-metre separation between persons sitting at different tables. Restaurants must implement measures to ensure that members of the public, when not seated, are reasonably able to maintain a separation of at least two metres from others, except for brief exchanges.

Bars, Beverage Rooms, Brew Pubs, Microbreweries and Distilleries

Bars, beverage rooms, microbreweries and similar businesses may increase capacity on patios and indoor spaces to 75 per cent, as long as tables and seating are arranged so that there is at least a two-metre separation between persons sitting at different tables. Standing service is not allowed. Dance floors are to remain closed.

Therapeutic or Health Care Businesses

Occupancy limits of 50 per cent of normal business levels or one person per 10 square metres can be lifted for all health professions, including registered massage therapists. Service providers must continue to implement measures to ensure that members of the public are reasonably able to maintain a separation of at least two metres from others, except for brief exchanges.

VLT Lounges, Bingo Halls, Billiard Rooms and Other Indoor Amusement Centres

Patrons must be able to maintain a distance of at least two metres, except for brief exchanges. All businesses will be required to limit occupancy to 50 per cent of normal business levels and limit congregation of groups. Future Steps

Following Phase 3, additional reopening steps will be considered. Changes will be implemented on a case-by-case basis, if supported by evidence. Performance and movie theatres will need to establish plans that allow for patrons to practice physical distancing and to control congregational areas. Large gatherings/events and performing arts venues will continue to be closed until at least September.

Temporary patio registrations extended to July

The City of Winnipeg is offering an expedited process to allow restaurants to establish temporary patio spaces and operate without a permit until July 6, 2020 (unless otherwise extended, if registered with the City).

The online resource, b2bmanitoba.ca, connects businesses with items including cleaning products, clothing, gloves, masks, sanitizer, shields and more. At b2bmanitoba.ca, you can view items for sale, contact sellers and request items.
